Buhari cannot be held responsible for non-implementation of 2016 Budget – Hon. Soba

Amid fears of poor implementation of 2016 budget, member representing Soba Federal Constituency of Kaduna State, Hon. Mohammed Musa Soba has explained that neither Nigerians nor the legislative arm can hold President Muhammadu Buhari responsible for the non implementation of 2016 budget.

He said budget documents anywhere in the world is a revenue projection and no government is under obligation to implement it one 100 percent, particularly when it falls short of funds due to crises.

“When you talk of budget implementation, no government is under obligations to implement budget 100%, it depends on money at hand, because it is a revenue projection,” he said.


He spoke on the fears expressed by Nigerians that President Buhari would not be able to implement 2016 to the latter due to unforeseen challenges of militancy, noting that if that happens, he has not broken the law anywhere.

“If we cannot implement our 2016 budget, there is no breaking of law anywhere and the executive cannot be held liable for non- implementation of budget,” he added.

Soba maintained that the only option left for the executive was to prioritise projects for execution which he said, the legislators cannot censor or force it to do otherwise.

The lawmaker was optimistic that the 2017 budget would be given expeditious treatment, saying there was no need for anybody to be curious as to whether it is coming late.


He said the lifespan of 2016 budget has been extended to May, 2016 while assuring that there will be no vacuum in the budget implementation.
